What helps pay for home care

Most families start by assuming Medicare covers this. It usually does not. Here is what each program actually pays for, in plain order.

The four routes, most common first

Medicaid HCBS waivers
The main long-term payer. Financial test and functional test, and often a waiting list.
Medicare
Skilled, short-term, homebound and intermittent. Not long-term personal care.
VA Aid and Attendance
For veterans and surviving spouses who meet the service and need tests.
Long-term care insurance
Depends entirely on the policy and its benefit triggers.
